1984 - 2014: 30 years of FoodBanking in Europe.

On March 13th 1984, in an article entitled "I'm hungry" published in the daily newspaper La Croix, Sister Cécile Bigo denounced the scandal of poverty coexisting with food waste. Following this call for help, Bernard Dandrel and the 5 founding organizations (Secours Catholique, Emmaüs, Armée du Salut, Entraide d'Auteuil and Entraide Protestante) launched the first Food Bank in France. 30 years later, the European Federation of Food Banks is paying tribute to this initiative. 256 Food Banks in 21 countries in Europe are still fighting against hunger and food waste in Europe by the call for giving and sharing.

Looking for new sources of supplies?

During the two and a half days of the Annual Meeting, 80 Food Bank representatives, current or potential members of FEBA, will exchange on food sourcing from local market. Existing practices will be reviewed and discussions will define best practices to increase recovery of products from retailers, growers, fruits and vegetables wholesale markets as well as canteens. Other topics to be discussed include how to transform fresh products into longer time conservation products so as to facilitate their use by people in need as well as how to integrate the most deprived people in the tasks of collecting and processing?

In order to enhance management skills of new members two training sessions were organized.

In November 2013, the Portuguese Federation hosted and delivered the first session. 16 trainees coming from 10 countries attended the three and half- day training in the Lisbon Food bank.

In March 2014, the Italian Foundation together with the Lombardian Food bank delivered the second session.16 trainees representing 13 countries attended this session that took place in the Lombardian Food Bank close to Milan.

The following topics were addressed: food recovery, food collection, relations with charities, volunteer's management, logistics, communication, fundraising, finance and control.

The classroom trainings were supplemented by a neighboring food bank, a charity and a wholesale market.

The Portuguese and Italian teams delivered very lively presentations. Their dedication was highly appreciated by trainees. These sessions were very successful.

Following a long period of negotiations with governments and discussions with partner charities, the Parliament and the European Council approved the last draft of the European Commission's regulation which will ensure material aid to deprived people. The budget of 3.8 billion Euros covers the period from 2014-2020. Member states will be able to choose the type of aid they want to develop in their country but a lot of them have already announced that the new Fund would replace the former European Program of Food aid for the most deprived and therefore that this aid would mostly consist of food.

With this new Fund, Member States will also be able to finance capacity development of the charities collecting and distributing food as well as finance social inclusion measures of people in need.

Fortunately, as every year, the generosity of volunteers and donors has helped to ensure the success of these collections and to support the work of these charitable organizations.

Here are the results of the food drives organized at the end of this year:

Bulgaria WFD 2013 285x235-2As every year, on the occasion of the World Food Day (October 16th) and the International Day for the Eradication of Poverty (October 17th), the Food Banks organize many events in order to mobilize the people in the fight against food waste and social exclusion in Europe.

World Food Day was proclaimed in 1979 to raise people's awareness of the world food problem and to strengthen solidarity in the fight against hunger and malnutrition. Celebrated since 1993, the International Day for the Eradication of Poverty gives the general public the opportunity to listen to the poor and to commit itself to fight poverty and misery. As part of these two days, many Food Banks collect food and organize events in several European Countries.

Actions and events organized by the Food Banks across Europe in October and November 2013:

Macédoine MAY 2013 11421/22 May 2013, FEBA participated in a workshop in Skopje organized by Food Bank Macedonia and supported by USA Macedonia and Foundation Open Society Macedonia.

FEBA delivered training courses to members of Food Bank Macedonia and to charity organisations working with Food Banks on following topics:

  • Building relations with charity organisations
  • Delivering food to charity organisations,
  • Managing a food collection,
  • Food hygiene and safety.

FEBA shared best practices and their experience in food poverty reduction through the fight against food waste and call for solidarity. Recommendations were given on key factors of success for the development of a Food Bank. Civil society organisations working with the Food Bank were present as well as members of Food Banks in Croatia, Serbia and Slovenia.

Last Friday, 8th February, the European Council agreed on the EU Multiannual Financial Frame 2014-2020. Although there was a global reduction in almost all budget items, the existence of the Fund for European Aid to most Deprived people (FEAD) is asserted.

FEBA considers this is good news for the people in need that we help feeding, because this programme, which is an important source of food products for Food Banks, will be secured for all Member States. However, when taking into account the steady growth of poverty and the increasing number of Member States likely to take part in the FEAD, the amount of the budget (2.500 million € for 7 years i.e. 357 million each year) is insufficient. It represents a reduction of about 30% in comparison to the current amount (500 million € in 2013).

FEBA will advocate again at the European Parliament for a budget minimum of 3.500 million € for 7 years and for some other measures like no-cofinancing, as the European Parliament is co-legislator and will take up a position after March.

February 1st, 2013
Dear Prime Minister,
The European Council will meet in Brussels on February 7th and 8th to decide on the content and the envelope of the multiannual financial plan for the years 2014-2020. In this context, you, Mr. Prime Minister, will have to decide to what extent you want the European Union to show the solidarity that until now has been the foundation on which Europe was built.
